User and concurrent licenses do not provide for growth like a site license does. With a user license, the agency will incur an extra expense for every new user. Often, agency employees meet frustration when their system reaches the maximum user count and denies access.

A concurrent license may allow some growth, but in the eventuality that the agency needs more concurrent users, it will have to pay more for a new license. For true flexibility in growth, a site license is the best solution. A site license gives agencies long-term savings and a real return on investment.
